In here are my suggested editing programs for steam.

Steam Customizer

Steam customizer converts the task of editing RGB values in notepad to 
a GUI interface that will show the values you want. This is a must since
it will save you countless hours transfering values over

GCFScape

GCFScape is a must have to any steam skinner. GCFScape allows the unpacking
of almost all files that run Steam.
